Launched the settings.exe and it was in the drop down. Update your drivers and set your desktop to that resolution is all I can suggest

Change your DPI back to 100% - anything above limits the available resolutions. Very weird. PES 2012 and PES 2013 were not like that with Win 7 64-bit.

Im using 125% dpi and FHD resolution is available.

Click on 16:9 in the settings.exe file(it's probably on 4:3).

Make sure you set your desktop resolution to the resolution you want to play the game in. I play on my tv at 1080p but have my desktop at 720p. Once you save it in settings.exe you can switch your desktop resolution back to what you want and the game will still launch at whatever resolution you set it to.
