I have no idea, but I would guess DVD since PES5 and PES6 were on DVD, and it would seem very inconsistent to move back to older technology.

Ahh, I understand now.
Well, I would be surprised if it didn't show up on PC. PES (european version) was on PC, so not releasing the American counterpart on the same platforms (including PC) would be a very strange move. Most likely it will be for PC aswell as PS2, 360 etc.

As far as I know it is simply the American counterpart of PES6. In other words it is the same. The Xbox360-version is of course as Next-gen as PES6 Next-Gen.
I think the next PS3 release will have more Next-Gen content (could just be rumours though).
