It's basically there to force you to be fair when playing. If you enable it, you can't reset or exit the game when you are loosing a ML match, and then play the match again. If you do, you will register a loss I believe.
I personally don't use it, because whenever I play PES, I know that a certain amount of matches each year will have to be reset bcause of blatant CPU cheating. No reason playing fair when the game doesn't.
