No Crowd?

Anyone no of a reason why I have no crowd. I am playing with moddingway patch 0.97 all in one.

Still no fix and I've uninstalled everything and started again. There were a few files remaining after i uninstalled so maybe they are the problem just not sure.

Does anyone know what file that affects the crowd graphics if so can someone upload the file in question please.
