Master league transfert rules ?

does anyone know how the transfert work?
for example : i want a player which cost 10 000 and 1000 for salary , i offer 10 000 and 1000 it's denied why ? not enought ? is it possible the club don't want to sell him ?? at anycost?
please leave here your idea on how the transfert works .

All depends on your teams wefa ranking the higher you are the more likely players are going to want to sign for you!!!
