I'm playing PES 2013 on my laptop with AMD Radeon HD 5650 and I have a strange problem. The turf is very low res despite i have picture quality on high and native resolution.

original turf sucks big time...I feel sorry for console gamers they can change that (at least easily) ... If you're on PC download a turf patch..

Have a look at Dr Hany's replacement turf textures in the PES2013 editing section.

It might be something else, check Catalyst Control Center for an option called "mipmap quality", or something similiar. Make it maximum possible.

It's called 'texture filtering quality' in the more recent drivers. Set the slider to the right.
